Aims of the course:
This course is focused on an application of the programming principle in an area of financing public needs (services and investments). In the course there are applied general pieces of knowledge in public sector's strategic planning
and management. Analysis and opponency of chosen parts public development strategies, programmes and action plans (at regional level or municipal level) are parts of the course too and these strategies are further used for own
thesis' creation.

1.Methodology of regional development, regional analysis (allowance 2/0)
2.Strategies of public sector (allowance 2/0)
3.Programming principle and its application (allowance 4/2)
4.Programmes and action plans as tools of public strategies' draft's part (allowance 4/2)
5.Phases and processes of programme's cycle (allowance 2/4)
 
a.Programming, partnership, cycle and programme's creation

6.Analytical and draft's part of strategies. SWOT analysis in role of a transitional tool (allowance 4/2)
 
a.Analytical tools of a public development strategy -- socioeconomic analysis, stakeholder analysis, SWOT analysis
b.Draft's tools of a public development strategy -- formulation of a strategy, identification of the tree of strategical
goals, priorities and measures

7.Financing of public development strategies and expenditure programmes (allowance 4/2)
 
a.Institutional and programme financing

8.Monitoring and evaluation of public development strategies and programmmes (allowance 6/2)
 
a.Principles of monitoring and evaluation (in ex-ante, interim and ex-post phases), indicators for measurement of socioeconomic impacts in the field of strategy's and programme's implementation, SEA analysis

-Ability to manage the state and municipal authorities.
-Application of stakeholder analysis and input-output methods in the framework of public expenditure programmes.
-Creation of a public expenditure programme's text.
-Creation of a strategy’s text for public sector’s units.

Assessment methods:
The course is finished with the written exam. Two 60 minutes written tests (each one has a share of 50 % of the total mark) during the semester. Student has to receive minimum 69 percents from maxim 100 in each test in order to receive the mark. Participation on tests is compulsory. Credit is granted for two recognized cas studies and it is compulsory for final exam participation too.
