Course objective:
The course is focused on basic questions and problems connected with existence, working and financing of the public sector in conditions of mixed economics. Strong impact is put on understanding of reasons for the state interventions and the ability to analyze their impacts, no matter if they are in form of regulation or planning. Significant part of the course content is formed by problem of public choice and public sector financing.

a.Externalities, public goods, asymmetric information
b.State interventions -- searching for optimal public-private mix

a.Democracy and efficient allocation of resources
b.Relationship of justice and efficiency

4.Public expenditures (allowance 8/6)
a.Inequality in incomes and their measurement
b.Impacts and tools of mitigation of income disparity -- social security, financing of health and education sector
c.Optimalization and improvement of efficiency of public expenditures -- analysis of costs and utility

5.Public incomes (allowance 4/6)
a.Introduction to the tax theory and policy
b.Tax effects -- impact of taxes
c.Tax systems, economic and legislative views of their building

The course is finished by written exam, where the student proves systematic knowledge from public sector theory in the scope of this course. The written exam consists of two parts. First part of the exam covers cross-sectionally content of the whole course. This part is in form of test and its result has 20% weight in the final evaluation of the student. In the frame of the second part of the written exam, the student will elaborate answer to two given topics from predefined exam fields. This second part has the weight of 60 % in the final score of the student. The remaining 20 % of the student's evaluation is formed by the semester project, which will be completed by the student within the seminars. Handing over and the defence of the seminar project sets the condition for granting the credit.
Course methods: The course is divided into lectures and seminars. The lectures are focused on clarification of theoretical base of existence, working and financing of the public sector. In the seminars, students will elaborate semester work, where they apply acquired knowledge from economic theory of public sector. These students' works are oriented toward creation, respectively to evaluation of the projects from the area of public sector.
